Speakers
Dr. Akheil Singla is an Associate Professor and Master's Programs Director in the School of Public Affairs at ASU.  He is an expert in public budgeting and financial management.  His focus is on American state and local governments.  He has extensive experience researching myriad aspects of local government finance, including procurement, financial distress, borrowing and debt, and revenue and policing. 

Mariah Lindberg is a PhD candidate in Public Administration and Policy at ASU.  She served as a public servant in the County of Santa Clara Procurement Department and within the County's Executive's Contract and Grants Management Division.  Her research focuses on management, innovation, and sustainability in governance, with a particular emphasis on procurement-based organization designs.

Ignacio Pezo is a PhD student in the School of Public Affairs at ASU.  He previously served as a public official in Peru's Ministry of Education and as a consultant for the World Bank and the Inter-American Development Bank.  His research interests include government performance, public procurement, technology adoption and education policy.
  
Topic: Findings from the Arizona Procurement Study, a year-long examination of procurement practices across Arizona cities, towns and counties conducted by researchers at ASU's school of Public Affairs.

The presentation will cover how government size and geography shape procurement structures, staffing, vendor markets, and technology adoption.  It will address the widespread use and practical limitations of cooperative purchasing.  It will introduce an ROI framework for evaluating whether specific reforms make financial sense.  And it will offer recommendations for improving efficiency and generating value through procurement.
